Lindsey Powell


Biography

Lindsey joined Zimmer, Citron & Clarke in 2025 after nearly 15 years at the U.S. Department of Justice. As a member of the Civil Division’s Appellate Staff, Lindsey argued more than 40 cases in the U.S. courts of appeals. She has experience handling matters at all stages of litigation, having worked closely with trial and agency counsel and assisted in drafting dozens of briefs in the U.S. Supreme Court. Lindsey has expertise in issues of administrative law, preemption, and the First Amendment, particularly as they intersect with questions of public health and consumer protection. Her work includes cases under the Family Smoking Prevention and Tobacco Control Act, the Telephone Consumer Protection Act, the False Claims Act, the Federal Tort Claims Act, and the Medicare statute.

Among other recognition, Lindsey received the John Marshall Award for the handling of appeals, an Attorney General’s Distinguished Service Award, and an FDA Commissioner’s Special Citation. From 2012-2013, Lindsey was detailed to the Office of Management and Budget where she served as acting deputy general counsel. She has also taught First Amendment Law and Appellate Advocacy at the University of Wisconsin Law School.
